In the future, all boys tested positive for criminal genes are put into Goodhouses, that are more or less labour camps, where they are expected to work hard to regain status as normal, functioning members of society when they reach majority. We follow James that has seen what religious fanatics want to do to the boys first-hand, meets a girl for the first time and is experimented on for the greater good.
